I think the best method to recover windows password is using windows password recovery software. Burn the .iso file to a blank CD or a USB flash drive or a floppy disk, insert the CD(USB/floppy disk) into the problem computer and your password will be reset to "Blank" without losing any data and you needn't reinstall windows OS.

Panda USB Vaccin does a similar thing but as an added security feature it ads an AUTORUN.INF file.

From there website:
“The free Panda USB Vaccine can be used on individual USB drives to disable its AUTORUN.INF file in order to prevent malware infections from spreading automatically. When applied on a USB drive, the vaccine permanently blocks an innocuous AUTORUN.INF file, preventing it from being read, created, deleted or modified. Once applied it effectivelly disables Windows from automatically executing any malicious file that might be stored in that particular USB drive.”

If you’re using windows xp, there is a separate hidden account called administrator. The easiest way to access it is to go into safe mode. You do this by tapping F8 just after the self test, and before windows starts to load. Once on the start up menu choose safe mode. Click on the administrator account. From there you can change any passwords in the control panel under user accounts. You do not have to know any of the passwords to change them.

or you can use utility to delete the lost password.
usually it need 3 steps:
1.Download windows password recovery Tool 3.0 from http://www.windowspasswordsrecovery.com and decompress it on that PC.there is a .ISO file. Burn the .ISO file to a CD.
2.Get out the newly created CD and insert it to the locked computer.
3.Re-boot the locked computer and then follow the process of
instructions. Just after a few steps, the old password will be removed.
It supports all windows version, recover windows 7 password, vista/xp/2003/2000/NT etc.
